Contributions to the debate

White Helmets has gained great recognition and support from the United Nations system not only on account of the actions it has carried out in different places, but also on account of the discussions and debates on the new paradigm of international humanitarian assistance.

Over the last 23 years, White Helmets has held the Chair of the Support Group for the International Strategy for Disaster Reduction and participated in the Advisory Board of the United Nations Disaster Assessment and Coordination (UNDAC) team.

Within the framework of the Organization of American States (OAS), White Helmets promoted the Regional Network of Humanitarian Volunteer Work and designed the Inter-American Plan for Disaster Prevention and Response and the Coordination of Humanitarian Assistance. White Helmets also actively participated in the process of Regional Meetings on Mechanisms of International Humanitarian Assistance (MIAH in the Spanish acronym) and in the Sessions of the Regional Platform of Disaster Risk Reduction (ISDR).

Furthermore, White Helmets participates in international organizations and forums that discuss all legal matters concerning the delivery, transfer, and receipt of international humanitarian assistance conducted by the International Federation of Red Cross and Red Crescent Societies (IFRC).

At the national level, White Helmets played a decisive role in the creation of the National Platform for Disaster Risk Reduction (PNRD in the Spanish acronym) in keeping with the guidelines of the International Strategy for Disaster Reduction (ISDR). The Platform, comprising a hundred members, representatives of governmental and non-governmental sectors, is coordinated by the White Helmets Commission and the National Agency for Civil Protection.

The World, Regional, and National Platforms have followed the proposals and priorities provided for in the Hyogo Framework for Action which, since its establishment in 2005, has been the most important instrument adopted by the Members States of the United Nations to guide efforts aimed at disaster risk reduction.
